Utah's is weak and (naturally) doesn't want to offend those who have been in power for decades and are likely to be in power for decades to come. I think stronger journalism would make a big difference.<br /><br />Daniel, thanks for the reminders of the all the scandals we've had recently. If you combine those scandals with the fact that the incumbent isn't very popular (compared to his predecessor) and wasn't ever elected as governor, this would seem to be a year where someone like Peter Corroon could have a fighting chance. He has a successful track record as mayor of Salt Lake county and he is a fiscal conservative. Almost anywhere but Utah, in any case. I have a feeling that the only thing that matters is the D next to his name, and he'll get trounced.
